David Totaro joined BAYADA Home Health Care in June 2009 as chief government affairs officer. In January 2023, BAYADA formed a separate 501(C)4 social welfare organization, BAYADA Hearts for Home Care, Inc, and named him President and Executive Director. The advocacy program, which Mr. Totaro leads, is widely known as the largest and most effective program of its kind in the home care industry. Mr. Totaro is a member of the Board of Directors of the National Association for Home Care & Hospice, where he also serves as chairman of the Private Duty Council. He is a founder and past chairman of the Partnership for Medicaid Home-based Care, a Washington, DC-based alliance of Medicaid home care providers, managed care companies, national home care associations and technology companies. He is past chairman and Board member of the Hospice Action Network, an affiliate of the National Hospice & Palliative Care Organization. He was a Board member of Treasurer of the Partnership for Quality Home Healthcare and is a founding member of the Pennsylvania Foundation for Home Care. Mr. Totaro has an AB degree from Dickinson College, Carlisle, PA and a MBA degree from the Wharton School at the University of Pennsylvania. He lives in New York City.
